With the rapid development of local colleges and universities,the popularization of higher education,local colleges and universities have played a key role in promoting regional economic development,Mainly manifested in the local colleges and universities to provide the local community with high-level talents,high-skilled personnel.Faced with the rapid development of social economy and technology,the demand for talents in various regions is diversified,and the demand is also expanding.How to comprehensively evaluate the performance of local university teachers according to the scientific and effective incentive mechanism has become the key work in the development and construction of colleges and universities.Actively carrying out teacher performance evaluation in local colleges and universities can properly promote the construction of university teachers and improve the overall quality of teachers.The performance evaluation of university teachers plays a supervisory role in the behavior of University teachers.It is the basis for the establishment of teaching staff and an important form of improving the quality of talent cultivation in universities.The scientific and reasonable evaluation index system of teachers' performance in local colleges and universities can fully mobilize teachers' work enthusiasm,give play to their ability of scientific research and teaching innovation,and also play a certain reference role in teachers' own career planning.It is particularly important to establish a scientific and reasonable performance evaluation system for local colleges and universities,and the selection of evaluation indicators is the core content of the evaluation system.Based on the incentive theory and common methods and tools of human resource performance evaluation management,this paper preliminarily extracts the performance evaluation indicators of local university teachers.Delphi method is used to screen and determine the preliminary evaluation indicators.A performance evaluation index system of local colleges and universities is established,which includes four dimensions:teacher ethics,teaching level,scientific research ability and service society,11 second-level indicators and 29 third-level indicators.In order to verify the effectiveness of the index system,a qualitative and quantitative method is used to evaluate the performance of X University teachers,taking X University as an example,on the premise of understanding the current situation of X University teachers' performance management.Finally,the results of performance evaluation in X universities are analyzed,and according to the actual situation of X universities,suggestions are put forward for teachers' performance evaluation in X universities from three aspects:strengthening teacher workload management,improving performance evaluation feedback mechanism,establishing teacher performance incentive mechanism,strengthening teacher social service and improving teachers' scientific research ability.
