In the 21th century, The competition among countries is intense. The competition of the comprehensive nation power is actually the competition of science and technology , the one of intellect. In one word , it is the competition of education. Education is the root of a nation with the project of long history. Nowdays , education is playing an important role more and more than ever .With the conduct of quality education in primary and middle schools , the problem of the teacher groups has drawn peoplel's attention. So to build up a high-quality teacher group, how to evaluate our teacher's job and how to promote the teacher's ability has become an important subject of reforming the teacher's evaluation in our country .The writer suggests that we should construct the system of developing evaluation to teachers in the background of quality education bases on the development of teacher's evaluation in China and some western countries and also the comparative study on the two kinds of teacher' evaluation. This thesis discusses the character, rules , structure of the developing evaluation to teachers; and the system of evaluation standards .It also describes how to act them. In this thesis, the writer expatiates the meaning of the developing evaluation rules which are structured to fit for the quality education under the same background. Also , the writer has cooperated with "Teaching & Research Center of BDFZGZ" in establishing "Portfolio evaluation" for every teacher, and bases on which the developing evaluation methods are developed . Educational reformation in our school will be advanced by combining developing evaluation with final evaluation and combining qualitative evaluation with quantitative evaluation.The writer also hopes this test can advance the common development of school, teachers and students through this experiment.
