The developmental teachers'evaluation system regards the teachers as the core and pays attention to the teachers'evaluation of individual. It originates the present summary and accomplishment of the developmental teachers'evaluation system in developed countries headed by England in the late 1980s. It has not been twenty years since the theory of the developmental teachers'evaluation system was introduced into China, but this idea has already been accepted by the public during these years. The old idea about the teachers'evaluation system cannot keep up with the development of curriculum innovation, so people are gradually aware that the evaluation system should be innovated. But it is still a question that how to innovate, how to apply this advanced theory to the practice and how to combine it with the concrete circumstance of China.As the implemental entity of college P.E. education, the P.E. teachers'diathesis and their developing will directly affect the success of the education. At the present time, their evaluations are still under the traditional evaluation system, which has seriously blocked the developing and the establishment of the evaluation system. After"The Nationwide General University P.E. Curriculum Teaching Instruction Syllabus"has been implemented, these evaluations get behind. Based on the P.E. teachers'status quo of the general university, the author tries to introduce the new theory of developmental teachers'evaluation, construct the P.E. teachers'evaluation index system primarily, offers a helpful reference to the implement of the new syllabus and the P.E. teaching innovation of university under the instruction of the new syllabus.Many methods were adopted in the process of writing this thesis, such as experts visiting, documental-reading, data-collection, questionnaire, mathematical statistics, logical analysis and so on. The adoption of all these methods is for the researches on the theory, contents and methods of the developmental evaluation index system under the instruction of the new syllabus. All these work is for the setup of evaluation index system and practical evaluation operative form, so it offers a practical operative evaluation form for general university P.E teachers.The developmental evaluation index system for general university P.E. teachers set up in this thesis can meet the command of the new syllabus, and it can fully evaluate the teachers'professional quality and class-teaching ability. This new system theory evaluates the teachers from two aspects: profession quality and class-teaching ability on the basis of developmental theory, and it highlights the purpose that evaluating is for developing.
