With the gradual perfection of China's market economy system and the establishment of modern enterprise system, in the process of reforming State-run large enterprises, the schools including primary schools and middle schools run by enterprises will be separated from business entities and handed over to local governments for the sake of unification of administration The transfer of administrative function is not only conduce to the overall layout and jurisdiction of social commonweal institutions in the communities administered by local governments, but also conduce to enhancing the administration capabilities of local governments and setting the ideal stage for enterprise-run. Therefore, being aware of the problems and helping the schools to effectively deal with these problems in the process of reform has become an urgent task for China's basic education reform.Enterprise-run schools indicate those primary and middle schools affiliated with those business entities or manufacturers owned by the State Council, local governments, the military and institutions. They were set up in accordance with the then Chinese situations and considered a crucial part of socialist educational cause. Enterprise-run middle schools were first established in the 1950s and fully developed in the 1960s. Between the last years of 1980s and early years of 1990s enterprise-run schools had witnessed a period of glory and prosperity. Those schools were founded in special social conditions and helped relieve a lot of social pressure and provided social service assurances in the era of planned economy. However, as China is approaching market economy through restructuring state-owned enterprises and some of the enterprises have been in difficult waters surviving and have ever since provided less and less support and aid to these schools which are at the crossroads of development. Through doing field research on 4 Baiyin enterprise-run schools and studying their specific problems, I have come up with some countermeasures and proposals for educational authorities, schools and local governments.This research paper has been written by applying pedagogy, sociology and educational management theories. Both qualitative and quantitative approaches have been adopted and questionnaire, interviews ,observations and reference analysis were conducted in the writing of the paper.I have done research on the current situation of enterprise-run schools to reveal the problems faced by them through interviews and analysis.Part one: outlineBackground knowledge, purpose and significance are laid out by doing analysis and comparison work.Part two: problems faced by schoolsThe problems range from operational scheme, financial support, interior management system, teacher building up, teaching quality and exterior resources.Part three: countermeasures and proposalsFrom the angle of government, enterprise and schools, here are the countermeasures and proposals:1. Government: providing policy assurances, realizing smooth transfer as soon as possible and guaranteeing the normal development of schools to be handed over.2. Enterprise: enjoying good relations with local governments and granting management rights to schools.3.Schools: establishing a modern school system and accelerating interior management scheme reform and upgrading teaching qualities and operation efficiency as well. |
