Since 2002, the primary and secondary schools in Henan have begun to carry out the teacher's employment system, which in some sense has really improved teacher's quality and promoted the development of elementary education of Henan. But it cannot be denied that there are some problems in the process, which affect the enforcement of the teacher's employment system.Through the field investigation and relevant literature review, some major problems are found to exist in the enforcement of the teacher's employment system in the primary and secondary schools in Zhengzhou.The subjective of this system is neither clear nor united; the implication of this system relatively stops; comprehensive reform measures and policies do not follow which results the lack of system; social environment factors effect and restrict the implication. All these bring negative influence to education in Zhengzhou. For example, there is no concerning detailed procedures on the employment of new teachers; there is no sufficient contract extending management for the signed teachers; there is no vacuum space for the urgently need teachers; the contract can not be certified timely and effectively. The concerning social security is not complete; Cheating can be found in quota consumption.Zhengzhou personnel reform is still going and the synchronism as well as coordination is the social factor affect employment system. The lack of law and regulation, as well as the lag of policy and lack of government management are the main reasons of the system. Facing these problems and their reasons, we need analyses the factors and reasons from education management, human resources management and humanism management theories .What kind of reform shall we carry out? What shall we do?Aimed at the existing problems and causes, the following measures can be adopted to promote the reform of the teacher's employment system in the primary and secondary schools in Zhengzhou. Further deepen reform in the government institutes in Zhengzhou, complete employment system by scientifically setting post ,going to post by competition, enforcing assessing; enforce government supervising and servicing ;To complete the laws and regulations .To create conditions to push the implication of employment system; Do our best to promote teachers' initiative ;actively explore the restrictive system of employment system; develop the initiative of schools and teachers to imply the employment system.
