With the advance of the curriculum reform for primary education, great reforms has been made in primary and secondary school curriculum in terms of function, structure, experiment, evaluation and management. The new reform brings about a new challenge to primary and secondary teachers' knowledge, abilities and accomplishments. How will a complete system of teacher further education be established? And how will the continuable professional development of primary and secondary school teachers be promoted ? It has become an impotant subject for furthering the curriculum reform and fulfilling the goals of quality-oriented education.In this context, the development of the further education of Quanzhou primary and secondary school teachers is closely connected with the future of Quanzhou's primary education, the healthful development of its education, and is of great significance to the construction of its supporting system as a modern industry and commercial port city. Therefore, the present author chooses the teachers' further education in Quanzhou as the subject of his investigation and research.The present author studied the present situation of Quanzhou's further education mainly in ways of questionnaires, interviews, document consultation, and online research. And all the data collected have been sorted out for the review of the situation, the analysis of the problems, and the suggestion put forward.The article is composed of three parts, namely, the basic situation, the problems, and the way out.The first part focuses on investigation and analysis of the present situation including institutions, new teachers training, and long distance on-line education and gives a general description of teacher further edution in Quanzhou.The second part probes deeply into the problems existent, including training institutions, training cause, training fees, new curriculum training, the effect of school-based teaching and research, long distance online education, and rural teachers education. The cause of the problem formation is also discussed.The third part gives suggestive resolutions to the problems as regards the construction of institutions, the improvement of training content and modes, the development of long distance education, the spiritual encouragement and the material guarantees. Apart from the theoretical analysis, some practical and adoptable ways are also provided.
