Nevertheless, there are many problems, such as worried course teaching, unsatisfied tutors' instruction and unstrictly controlled quality of the thesises, which influence the ability of postgraduates. The main reason lies in the adverse effect of the national policy and the social economy development and in the questions which exist in the school administration system and the teachers own quality. Compared with the experience of domestic teachers, the foreign teachers' experience is worth advocating. They strictly take control of the enrolment. Then they cultivate the postgraduates' scientific research ability in the course studying and teachers' instruction and through explorating and perfecting the instructing way , they facilitate the cultivation of postgraduates' scientific research ability. In order to cultivate the postgraduates to have scientific research ability, we should pay much attention to have all sorts of problem which affect the cultivation of postgraduates' ability during the postgraduate education and strengthen cultivation in the course teaching and the scientific research instruction.
