The Balanced Scorecard of Kaplan and Norton (BSC) is a novel managementtool that supports the successful implementation of corporate strategies. It has beendiscussed and considered widely in both practice and research. By linking operationaland non-financial corporate activities with causal chains to the firm's long-termstrategy, the Balanced Scorecard method supports the alignment and management ofall corporate activities according to their strategic relevance. The Balanced Scorecardmethod makes it possible to take into account non-monetary strategic success factorsthat significantly impact the economic success of a business. The Balanced Scorecardis thus a promising starting-point to also incorporate environmental and social aspectsinto the main management system of a firm. It is now one of the most popular toolsworldwide.In the beginning of this paper, the Balanced Scorecard method is introduced,especially the background of BSC and its traits are analyzed. We also propose to linkthe AHP and Neural Network technologies with BSC in applications.Secondly, the performance management of the higher education is introducedand the application of BSC in the evaluation of higher education is discussed. Theinstance of application of BSC in the higher education overseas is also presented indetail.Finally, an example of application of BSC in the performance management ofTianjin University is given, and strategic suggestions are formulated systematically.
