With the further development of the education reform for the university in China,the transformation from the technical vocational college to the applied undergraduate college is inevitable.Under fierce competition environment,the STC made the decision to reform with the goal to develop it into an application oriented institutions of higher learning in 2016.This decision presents new challenges to the human resource management and the contradiction between STC stuffs and the new developing strategy become significant.At the same time,the human resources management in college has to match the developing speed of the college.To successfully reform from the technical vocational college to the applied undergraduate college,an appropriate human resources management must be token to promote the transition process.Technologically,the performance of employee is positively related to the development of STC.So to design a set of performance management system which is suitable for the development of the STC is very important,which can promote the performance of the college.Based on the present research,the performance management,the balanced scorecard theory,the comparative analysis and the empirical analysis method are used to research the performance evaluation index and performance evaluation form for the STC faculties.This paper first put forward the problems,then analysis the problems and finally solve the problems.The main contents and contributions of this paper are as follows:Firstly,we describe the performance management in University STC and research the problems of University STC's performance management though questionnaires survey and analysis of the present system in use.Then,the performance evaluation index system of STC College is designed based on the Balanced Scorecard method.And we have respectively designed the performance management evaluation index and employee evaluation forms according to the different individuals of STC College: the president of academic,the administrative department and teaching department,teachers etc.Finally,the implementation measures of the Balanced Scorecard have been put forward by us.And the evaluation and analysis about the expected effect of the performance management based on Balanced Scorecard in University STC has been done.
