Research On NPOs Within Urban Community In China

Using the basic theory of Non-Profit Organizations(NPOs) and based on the theoretical basis of NPOs to provide public goods,this paper studies the background of development of NPOS within urban community and analyses the function of NPOs within urban community. The author argues that several affactors effect the NPOs emergence in China,such as system changing,pubic policy,community development and the commons space needs etc.The relation between the NPOs,the state and the citizens reflect that the NPOs play important roles in community.They are help of taking shape the community consciousness,integrating community resources and advancing community development.As the bridge of the state and the citizen,the NPOs are one of the approaches the state control the grass roots,manwhile,the NPOs supply the social service and community participation to the citizen.Nowdays,the development of NPOs within urban community in China faced with many obstacles,which is mainly reflected in the realm of legal status,public participation and volunteerism,funds-raising,social credit,recognition and cooperation. So in order to boost the development of NPOs within urban community ,it is needed to adopt effective countermeasures to overcome obstacles above-mentioned,the resultant proposals are listed here:to regularize the position of NPOs,to improve fiscal and tax policy,to establish supervision and evaluating system,to foster public voluntary participation,to normalize the relations between Government and NPOs,and to build good partnership between NPOs and NPOs,and to build good partnership between NPOs and enterprises.
