A Study Of Development Of Vocational Education In Area Encircling Bohai Sea

Former president Jiang Zemin pointed out at APEC Human ResourceDevelopment Summit (May, 2001), "In today's world, talents and thedevelopment of human potentials have been playing an increasingly decisiverole in the competition of comprehensive national power. The development ofhuman resource and the strengthening of human resource construction havebecome a significant issue that all countries face in their developments." Withthe approaching of the worldwide economy times, the competition amongnations is a competition of economic power, while the competition of economicpower is actually one of human resource power, which is mainly represented bythe competition of human innovation power. Innovation power chiefly relies onthe knowledge and skills of talented people, which is mainly shown through theoverall advancement of the qualities of the whole society. Therefore, as thebasis of human resource and capability development, education is afundamental way to embody and enhance the value of talents. And vocationaleducation, which is intended to cultivate the majority of talented people, willsurely undertake the significant historic mission of human resource capabilitydevelopment in the new century. Therefore, for our country which just enteredinto WTO, it is of great realistic and profoundly strategic significance todevelop vocational education at our utmost, make a scientific and reasonableprediction on the trend of future development of vocational education industry,reform the vocational education industry, as well as enable vocationaleducation to be one of the major impetuses of China's economic development.Firstly, this dissertation deals with the definition of vocational education,then puts forward the view of "Macro-Vocational Education" based on"lifelong education", after summarizing various definitions of "VocationalEducation" given from different points of view. This is of great importance inclarifying "full-time vocational education" and "in-service adult education";Secondly, this dissertation figures out fundamental characteristics of thevocational education development in the areas encircling Bohai Sea, throughthe study on its present situation and development trend;On the basis of this, itmakes a prediction and calculation on the scale and characteristics of thevocational education development in this area in 2010, by employing the GreyModel [GM (1,1)], intending to change the inharmonious situation in theregional development of the vocational education in this area. Theprogramming and layouts of vocational education and vocational schoolsshould be worked out in order to break through the bounds betweendepartments, strengthen the local government's overall planning of vocationaleducation, and actively encourage the participation and support of every walkof society for vocational education. Thirdly, this paper also explores theproblems existing in vocational education development in the area encirclingBohai Sea and makes basic suggestions for industry policies. New growthpoints in vocational education are searched out so as to develop vocationaleducation while impelling social economic development.
