In the west countries the practice and study on the issue of the supporting to poverty students in higher education began as early as middle ages, with so many years of development, till now the supporting system in higher education has had a relatively perfect development. However, in our country, due to its late development as well as some new problems arising these years, the supporting system in higher education is still far from perfect, and still there are many problems need solving. Especially after 1997, the carrying out of "equal-tract charge" in high colleges and universities in our country, and 1999 the "extend-enrollment" of high colleges and universities, the number of the poverty students in higher colleges and universities has increased greatly, therefore the supporting to the poverty students has become an urgent social issue to be solved.In this paper Chapter 1 gives a brief introduction of the basic theories of the supporting to poverty students in higher education, including the definition, purpose and function of the supporting to poverty students in higher education, etc. In the following part it introduces the process of historical development of the reasoned idea of the supporting to poverty students in higher education, and reveals the detailed general development trace of the supporting to poverty students in higher education from the initial stage of "religion", "philanthropy" to "cost-shared" stage nowadays. Next the paper attaches emphasis on the analysis of several common modes of the supporting to poverty students under the guidance of different imbursement rezoned ideas, along with the trend of change and development of the supporting to poverty students since WWII, and brings about several major modes of the supporting to poverty students in higher education in current world. In Chapter 2 the paper gives a thorough explanation of the current supporting systems to poverty students in some western countries such as America, Britain, Japanese and Australian, etc. It focuses on the supporting system to poverty students of American, and makes a preliminary evaluation of the supporting systems to poverty students in the western developed countries, expecting to find out some available references to develop and perfect the supporting system to poverty students in higher education in our country. Chapter 3, 4 and 5 are the core parts of this paper, including the introduction, analysis and evaluation of the supporting to poverty students in higher education in our country. In these parts, the paper fist reviews the developmental course of the supporting to poverty students in higher education after the establishment of ourcountry, Which reveals the establishment of the supporting system to poverty students in higher education in our country as well as the gradual advance and development of this system, and it also brings about the current supporting system to poverty students in higher education in our country. In Chapter 4, combining with the current practice of the supporting system to poverty students in higher education in our country and the experience from abroad, the paper gives a fair analysis and evaluation to the supporting system to poverty students in higher education in our country. In Chapter 5, according to the deficiency in the system, the paper puts forward some suggestions for improvement in order to give some help to the development and perfection of the supporting system to poverty students in higher education in our country.
