The model of opening the joint schools by the enterprises and the local governments is the one to make the factories and mines cooperate with the local governments to provide equipments, teachers, funds, and so on for the schools. It is a new model to run the schools of the factories and mines in the condition of the socialist market economy. Leiyang Xihu School follows the model.In the dissertation, the author uses the methods of illustration, investigation and literature to explore the model. And he tries to offer valuable viewpoints and a framework for the joint schools in order to set up a new school system in China. The article is composed of three parts:In the first part, the author analyses the history and the reality of the joint schools and the state's policies and makes a comparison among several different models of running the joint schools in China. It points out the necessities to reform the model.In the second part, the author bases on the theories of the model of running the joint schools by the enterprises and the local governments, combining the practice of Leiyang Xihu School, and tries to set up a new theoretical frame and ways for the practice of such joint Schools.In the third part, the author analyses the advantages and disadvantages of the model. He predicts objectively the prospect of the model in the coming time and offers some ideals for its improvement.
