In recent years,with the optimization and upgrading of China's industrial structure,China's demand for talents is growing.At the same time,with the "artisan spirit",people pay more attention to the cultivation of skilled and high-quality talents.In the past few years,China has repeatedly emphasized the need to improve the status of vocational education,deepen the integration of production and education,and promote the cooperation between schools and enterprises.It has also brought people's attention to the cooperation between schools and enterprises in vocational education.As the main body of vocational education,secondary vocational education affects the development level of the whole vocational education.Many scholars have analyzed the problems existing in the current school-enterprise cooperation model and proposed corresponding solutions from the perspective of secondary vocational schools and enterprises,but they have neglected the government's supervision and regulation in school-enterprise cooperation.Compared with the direction in which the country formulates macroeconomic policies and medium-and long-term development plans to guide vocational school-enterprise cooperation,local governments can adopt more detailed and specific measures in the school-enterprise cooperation of secondary vocational schools,while completing the strategy proposed by the state.Promote better development of local school-enterprise cooperation.Based on the above reasons,this paper puts forward the countermeasure research of local government in the cooperation between schools and enterprises in secondary vocational schools.Starting from the connotation of government responsibility in school-enterprise cooperation,with the guidance of new public management theory and service-oriented government theory,this paper analyzes the responsibilities of local governments in school-enterprise cooperation:formulating policies,providing services,coordinating interests,regulating resources,and supervising process.Through the investigation of the X city of Jiangsu Province,this paper analyzes the status quo of the X city government's performance in the school-enterprise cooperation of the secondary vocational schools,the problems in the process of fulfilling the responsibility and the causes behind it.Drawing on the government's responsibility in the school-enterprise cooperation of other vocational schools in China,and combining the theories,from the five aspects of the government's responsibility in the school-enterprise cooperation of secondary vocational schools,the paper proposes the cooperation between the government and the school in the secondary vocational schools.Countermeasures and recommendations for effective performance:Improve the system and policy of school-enterprise cooperation to provide guarantee for school-enterprise cooperation;Joint industry associations provide the services needed for school-enterprise cooperation;Coordinate the interests of all parties involved in the school-enterprise cooperation;Improve the deployment of resources required for school-enterprise cooperation;Form a diversified school-enterprise cooperation supervision mechanism.
