It is clearly emphasized in the report of the party's 18 th CPC National Congress that construct a service-oriented government featuring function science,structure optimization,honesty and high efficiency,people's satisfaction.It indicates that the transformation of government functions from traditional control type to service type.Education management is one of the important functions of our government,and the responsibility of the subject of compulsory education lies in the local government of our country.Now in different areas of our country compulsory education schools has different school conditions,the system of evaluating and guiding the teaching quality is not perfect.Because of the lack of the functions of local government education policy,these problems can not be timely and effectively solve.With the improvement of people's living standard,people for quality education resources increasingly urgent demand,and the imbalance in the distribution of educational resources has aggravated the contradiction of supply and demand of quality education resources,thus,education fairness becomes more and more concerned by the society and a hot debate.Due to the influence of the two structure in urban and rural areas for a long time,the quality education policy and resources to tilt to the town school,leading to the development level of rural primary and secondary schools lag,therefore,the concept of a fair education,vigorously promote the development of rural education in primary and middle schools is a pressing matter of the moment.The local government should rethink the existing policies,reflect on the deviation,and establish a new policy system of educational development on the basis of the objective law of the development of education.And to promote the rationalization of the allocation of educational resources,especially in rural basic education is to solve the current primary and secondary schools in rural areas the key to the problem.It is of great theoretical and practical significance to solve the problems existing in rural primary and secondary education from the perspective of local government educational functions.Rural primary and secondary education involves the interests of large groups,and to a certain extent,it is related to the harmonious development of society,the integration of urban and rural communities and the coordinated development of the whole society.Compulsory education is an important part of national education,plays an important role in improving the quality of the project is the foundation of national sustainable development,fairness of compulsory education is the most basic fairness,can solve problems existing in rural areas,is the concern of the whole society.It is the responsibility of the government to protect the rights of citizens to receive education,which can not shirk its responsibility in maintaining and protecting the rights of citizens to receive education.The thesis is divided into three parts:The first part mainly elaborates on the educational function of the local government,and analyzes the present situation of the local government in the internal logic of education policy,decision making,and the local government should bear the responsibility when performing the educational function.The educational function of local government including the implementation of national macro education policy,create a favorable social environment,regional education development to adjust the thinking of educational development to optimize the education structure,mobilize the enthusiasm of development teaching to improve the teaching efficiency,regulation of talent and capital allocation in order to promote education fairness.At the same time,the article analyzes between the local government and schools in rural primary and secondary schools to promote the policy of compromise and negotiation,therefore,between multiple actions of local government,rural schools,teachers and families because of their main interest preference differences and the occurrence of a complex game,leading to the rural compulsory education in a certain extent there the irrational allocation of educational resources,promote the regional uneven development of education,the education quality promotion effect is not obvious.Finally,it is clear that the local government to exercise the responsibility and orientation of educational functions,and pointed out that the local government is the implementation of educational policy and the implementation of those who should bear the corresponding responsibility.The second part mainly discusses the impact of the lack of government functions on rural primary and secondary schools.In the current situation of rural compulsory education,educational resources allocation of urban and rural areas is not balanced,it is an important issue facing the integration of China's urban and rural education,in four aspects of urban and rural resources,school construction,financial allocation,education policy.The first is the urban and rural resources are not balanced,obviously in teaching hardware equipment and teacher resource allocation gap between urban and rural schools;second is the construction of differentiation,the construction of key schools in view of achievements,widening the gap between the quality of schools,not a rational combination of universities and points,disrupting the normal teaching order;moreover is the educational expenditure allocation unreasonable expansion the gap between urban and rural education and rural primary education funding mechanism is not perfect;the education policy is not reasonable,ignore the construction of rural primary and secondary schools.The third part of the content is from the current actual situation,put forward to solve the local government education function of the lack of specific strategies and suggestions.The first is to strengthen the transformation of government functions by improving the rural primary and secondary school teachers in rural primary and secondary school conditions,compulsory education,equalization of educational resources;at the same time to establish and improve the evaluation mechanism,perfecting the evaluation system construction and promote the education guarantee mechanism,improve the quality of Education;what should improve the effectiveness of supervision,enhance the autonomy of the University;at last we should formulate effective measures,including improving the treatment of rural teachers,rural teachers to encourage learning,reform of professional title evaluation mechanism and improve the operational mechanism,develop literacy to enhance young teachers growth plan,attention and promote teachers' occupation development.From the current problems of rural elementary and middle school,combined with the actual situation,set forth Duty local governments Influence and Countermeasures on Rural Education.We hope this research can bring some improvement in rural primary and secondary education,the government's work in education to bring some enlightenment and lessons to promote local governments in education continues to improve.
