timely and effectively solve.With the improvement of people's living standard,people for quality education resources increasingly urgent demand,and the imbalance in the distribution of educational resources has aggravated the contradiction of supply and demand of quality education resources,thus,education fairness becomes more and more concerned by the society and a hot debate.Due to the
