Accompanied by the tide of teacher education reform and teacher professional, new concept and tactics of in-service teacher training called Teacher School-based Training come into being. The goal is to improve the development of schools and teacher professional. It advocates combining the reality of the school and teacher closely and training teachers based on school .In our country, it is studied quite more. We can find nearly 100 more theses about it from Chinese network alone. However, most of them are in the level of recommending or summarizing the experience, lack of systematic positive research. Among them there are few related to county areas. Therefore, a research to this problem has great theoretical significance, especially for the development of teacher contingent in the county.This thesis relies on relevant theories of teacher education, area education and management. Using such approaches as the investigation method, document method ,etc, it probes into school-based teacher training in the county area on the basis of all -round investigation. Main contents and views are as follows.The first part, on the basis of consulting relevant documents, the paper analyzes and summarizes concept, characteristics, as well as theoretical bases and practical experiences abroad.The second part, according to the materials of investigation, it analyzes the status and main problems: lack of cognition, training plan, security mechanism and encouraging assessment tactics,etc, then clarifies the necessity and possibility of developing training.The third part, on the basis of comparing successful experiences of school-based teacher training both at home and abroad, the paperadvances implementation suggestions as follows: implement training plan;optimize training content;improve training method and means;Set up and amplify security mechanism.As one of indispensable and important components in the teacher training system for middle and primary schools, the formation and development of school-based teacher training makes the system perfect. But any training mode has its special background and reason, as well as its specific advantages and shortcomings that can't be avoidedCompared with college-based teacher training, school-based training has its unique and potential advantages: directness of the goal, flexible variety, self-entity of organizational management. But its limitation needs knowing soberly. It is difficult to pursue it in an al 1-round way. There are many difficulties faced: theories, teachers, training textbooks, facilities, etc.Teacher school-based training must be based on realistic foundations. In the course of implementing, make sure conscientiously that: unifying needs of school development and teacher's personal development;Training management and teacher's independent direction;self-drive and outside support;Regulatory management and differencing implementing;Over-all assurance of training plan and layer request of training goal. Criticized, practiced and standardized constantly, it will move to maturity. However, it is great difficult to launch in schools, which have little scale, weak facility, insufficient hardware and software. Without considering school's own conditions, misjudging difficulties, following blindly, it must influence the quality of training. Playing the role of organization examination, managing and consulting of the center, the school may pursue menu-type training with multi-dimension, stage-construction and multi-form. Among them, the headmaster is responsible for coordination, assistance, examination, aswell as actual cultivation of educational and teaching ability.
