As a western country with developed education, UK has carried out a series of reform concerning the school-based teacher management since 1980s and gained a great achievement. This thesis aims to give a second thinking of promoting the managing methods in Chinese elementary and secondary schools with principal responsibility system by the study on the effective strategies and experiences of UK school-based teacher management. The school-based teacher management in China has hardly been in practice and most of its strategies are limited in explanation, leaving large room to be studied on how to practice the school-based teacher management. Therefore, it is greatly suggestive and significant to analyze the basic idea and modes of the UK school-based teacher management theoretically and do some research on its practical performing mechanism.The dissertation has five parts:The Preface gives a brief introduction of the background of the given issue, its significance and the study methods. The related concepts are defined or explained.Chapter One Introduction of the UK School-based Teacher Management begins with the dating from the history of UK school management shows its present conditions and analyses its characteristics.Chapter Two The Reform Strategies of UK School-based Teacher Management is the core that is a branch concept of the school-based management in theory but its heart in practice .In this part its concept is explained and its modes are studied. The effective measures concerning the school-based teacher management are concluded as the promotion of the teachers' professional development and the assessment system, of teachers' performance management.Chapter Three The Hints of the UK School-based Teacher Management to Our Country The suggestive experiences are concluded by analyzing the effective strategies of UK school-based teacher management .They are helpful to Chinese school-based teacher management. By contrast, we have found some similarities between UK school-based management and Chinese principal responsibility system in essence. In a sense, Chinese school management system is a form of school-based management though there are some differences between them. From the effective strategies of UK school-based teacher management we conclude valuable experiences to our practice with the background of new curricular reform and the principal responsibility system. I come to reach the conclusion that in UK school-based teacher management the teachers' attendance in the school management\the teachers' training and the assessment system of the teachers' performance management are precious references to our theory and practice.Finally, the conclusion makes a brief summary and some necessary explanations.
