The English curriculum of the basic education is changing greatly in our country, whose guilding principles are to value the students' quality-oriented education and whose core is to stress regarding the person as the foundation, training the practical abilities and creative mind in order to base for students' longlife learning and development. Their teaching principles stress the students' abilities of using the comprehensive language, respecting the students' individual character and emotion, guiding the students to finish their studies by using the study tacties. This sets a still higher demand on the choice and the reforming of English classroom instruction and the methods of English teaching. However, there are still some drawbacks in the present English teaching evaluation. We must learn about the implication, content and significance of English teaching evaluation first, and making an analysis and comparing and evaluation to the present teaching methods. English teaching evaluation, an important part among English curriculum, plays a very important part during the development of English curriculum. This paper makes an analysis of these drawbacks by means of the literature approach and interviewing approach, and makes a study of the evaluating principle, content and means with the Essentials of the Basic Education Curriculum Reform and the English Curriculum Standard as the guide. The author here puts forward the measures of English teaching evaluation of basic education which can promote students' development. The measures are of theoretical value and significance for practice.This paper consists of three parts.Part I, the synopsis of English teaching evaluation.This part gives a succinct account of the implication, the content and the significance of English teaching evaluation so that people may have a right and comprehensive understanding of the teaching evaluation theory.Part II, the status quo of English teaching evaluation.This part recalls the general ways of English teaching evaluation in the past, and analyses the status quo of the present English teaching evaluation and points out the problems existing in the present English teaching evaluation and the reasons for this.Part III, the measures of English teaching evaluation.This part puts forward the measures to the problems existing in the present English teaching evaluation in order that it can become the general plan of promoting students' comprehensive qualities and the teachers' teaching level, and perfect the scientific system of English teaching evaluation.In summary, English teaching evaluation is an important part of the English Curriculum Reform, it can effectively evaluate and test the result of the English curriculum reform, it must center round the ways of teaching concept, objective, content and action, and plays a very important part in the whole education evaluation field.
