On Community Self-organization In The Management Of China's Urban Communities Dilemma And Resolved

Community autonomy and the system reform of self-governance organization in community are both the hot topics discussed by academia. Some achievements on community development of our city have been achieved, however, the endeavors of community autonomy have been entering into a flat-roof period. The self-government organization in community is the carrier and bridge of community's autonomy. Because that the self-government organizations have gotten into the development predicament, their autonomous function have been restrained seriously, which stop the process of community autonomy.There are close inner relations between the abundant connotation and the derivative theories of self-organization and community autonomy or civil social theory. According to these theoretical correlations, the concept of self-organization can act as an important analysis tool to survey the character of all sorts of organizations in community with a new point of view, and classify their roles and make sure their function again, so we can separate the organizations into two sorts, namely, self-organization in community and been-organized in community. The new classification may define the self-organization's function as the host of community development; the driving forces of community self-governance; the promoter of community commonweal and community civilization; the coprocessor of community resource; and the coordinator in community relationships.Because the self-organization of community has fallen into the predicaments such as excessive systematization or deficient systematization of social activity, organizational character of self-governance and administrationization, weak growth capability of organization, in which its main role and self-governance function can not be presented and utilized. The social structure variance, the conflict of government administration idea, the current state of cultural psychology of society , the weakness of middle class of the society are the wide and profound source which consist of the developmentpredicament of the community self-organization in community.So, to adjust the policy making direction of community development and accelerate the legal system process; enlarge the social middle class and the owner's committee as the core force of community; improve the microcosmic survival environment of the self-organization in community, so as to advocate the government and society to work together, lead the self-organization in community walk out of the development predicament, which provide the strong drive support for community autonomy of our city.
