With the expanding of the economic discrepancy in different areas of China andexplosion of exam-oriented education, the pressure of working as a teacher becomes greaterand greater, especially for teachers in primary and secondary schools of a poverty county. Thenumber of the drainage of teachers in the primary and secondary schools is seriouslyincreasing, as an important problem restricting the development of education,which urgentlyneeds to be searched and solved. The essay takes the backward region Shenxian in westernShandong as case-study and tries to research into the present situation and origin of thedrainage of teachers in primary and secondary school from 2000 to 2004 using on-the-spotinvestigation. Based on the research and investigation, the essay puts forward thecorresponding tactics to stabilize the teachers in primary and secondary school. Furthermore itis supposed that the research might be applied to solve the similar situation in other areas inchina.The structure of the is as follows:Introduction. It includes the origin,purpose,method and meaning .The body of the essay.The essay consists five parts. In the first part, the author firstly dissertates some theoriesabout teachers' floating. The author introduces the relative theories about teachers' floating,defines the floating of teachers and then does some relative research.In the second part, the author does some research on the drainage of teachers from 2000to 2004 (1)Through on-the-spot investigation, it appears invest in education in recent 5 yearsis poor, salary is poor and provided out of time,the number of teachers taking over classes forabsent ones is great and so on. The drainage of teachers differs from different ages,regions,teaching stages,educational backgrounds,professional titles,teaching subjects and experience.The drainage of teachers brings serious effects to the basic education.In the third part, the author does some investigations using questionnaires. Ask someteachers in active service to fill in the questionnaires to know their working conditions.In the fourth part, as an attachment to the questionnaires, the author has interviewswith some of the teachers in order to find out their true feelings and deep reason for theirdrainage.In the fifth part, the author brings forward some suggestion based on the researchconclusion: first, the governments should think high of education, invest more and improvethe economic and social condition of teachers;second, the administrative department foreducation should establish and perfect the regular floating rules for teachers and make thefloating in order;third, the school should create an internal environment for teachers to maketheir value of life come true.
