With the coming out of policies on building a harmonious society and advancing the socialistic new country in an all-round way, people concern more and more on the harmonious development of education, especially the compulsory education. Compulsory education is the base of education, which is also an important stage of cultivating people. In our country, it is obvious that the development of compulsory education is uneven, which directly leads to the challenge on educational fairness. A lot of experts and scholars devote themselves to research on how to insure each child could get the equal right and chance for education. This paper also is a kind of attempt in this area.Schooling is the main form of education, school is an important carrier of the implementation of educational activities. Nowadays, in the vast undeveloped rural area, the scale of junior schools varies, which directly lead to the uneven development of compulsory education. In order to provide relatively equal platform, we desiderate to establish a development standard which about the developmental scale of junior school in the rural areas.In order to accelerate the development of rural junior schools in the undeveloped area and balance the whole development of compulsory education, this paper takes the rural junior schools in the undeveloped area as the research object and tries to establish the relatively standard on the scale of running a school though constructing the standardized schools. Starting with the problems on the scale of rural junior schools in northeast undeveloped area of our country, this paper will concentrate on the research and establishment of the standard on the scale of running a school though analyzing the causes as well as the feasibility or necessity of establishing a standard. Actualization and scientism together with maneuverability will be the principle of standard. I hope that this paper can provide some reference value for the balanced development of compulsory education in our country.
