The Eighteenth National Congress of the Communist Party of China pointed out clearly that "Education is the cornerstone of national rejuvenation and social progress" and therefore "We should highly promote fairness of education,rational allocation of education resources".Lucheng District of Wenzhou City launched the education pilot of group running schools in 2003,extended progressively in 2004,and launched the modern zone with the feature of group school-running.As in other regions,education in this district has been disturbed by many factors,such as developmental imbalance.The current fiscal system leads to relatively insufficient education investment,which affects the collocation of education resources.Its urbanization process has been speeding up,while the planning and construction of its education facilities lags behind and famous schools find it hard to extending.Besides,the current dual system of urban and rural education management has restricted the development of rural education.In order to overcome the unfavorable factors,the Lucheng District government has adopted group school-running strategy to promote balanced development of regional education.Through the three modes of " Famous Schools Helping Weak Schools"," Famous Schools Helping New Schools ",and " Famous Schools Helping Rural Schools",the government has steadily promoted group school-running,and has gradually expanded high quality education resources.In this study,the current situation and problems in urban and rural primary schools at Lucheng District were performed through analysis of present situation,which provide countermeasures to conduct group running school.The main results were as follows:1.The current status of rural primary school in Lucheng district:(1)Varied school size,school conditions,and levels of teachers and students;(2)The district has been set up into 8 groups of primary schools and school running are divided into three stages:elite schools helps weak and new school,elite school helps rural school,and balanced development of education resources;(3)There are fairly good results in terms of group running,development within the group,and social evaluation.2.The five aspect of the problems in group running schools0:(1)The problem of management system.Within the group,it is not effective in regulating human resources,capital and property between the main campus and the branch schools.The dominant system is government-led which result in the lack of autonomy and flexibility of the individual schools;(2)The problem of investment.There are huge differences in terms of hardware and software facilities construction between the urban and rural primary schools.Distribution of investment is not balanced.(3)The problem of quality assurance system.Within the group,the basis of urban and rural primary schools are different,so,how to design scientific and reasonable instructor of running a school and educational quality assessment still need to be studied;(4)The problem of teacher.On the premise of the whole number of teachers is limited,the exchange between teachers from the main campus and teachers from branch schools cannot be effectively carried out;(5)The problem of school construction.Because of cultural differences between elementary schools in urban and rural schools,it is difficult to really share resources to each other.3.The suggestions for running school in Lucheng district,Wenzhou City:(1)To reinforce the construction of administration system.The government need to change the mode of regulating,strengthen the construction of policy and regulation,and advance completing the system and the overall coordination development of urban and rural primary schools;(2)Increase the financial investment to ensure the implementation of the education group of school funding supply;(3)To establish quality assurance system-implementing PDCA(plan,do,check,action)management cycle mode,to take the group from a single management to a variety of management,to improve the construction of the mechanism and gradually to improve the operation mechanism of the group;(4)To improve the teachers' resource,to strengthen the integration of the teachers' team and to promote the development of school basis;(5)To strengthen the school construction.To improve the environment of education,to create a good school's culture,and to encourage personality cultivation in rural schools.
