Fast development of today's science and technology gives people and society new challenge. If someone wants to adapt with the changeable world statues, he must have good knowledge. With the same reason, if a society needs developing quickly, it depends on science, hi-tech and intellectuals. Therefore, modern education should face all people; make everyone exert one's own capacity, especially on the terms of innovation and practice.However, the traditional class-teaching system can't meet with this kind of demand, and needs reforming.Graded progression education encourages man to initial his own capacity so as to promote the students'study ability. It focuses on the difference of the students'learning, on the basis of the theory of materialism and humanism, with optimized teaching ideas, if it can arouse students'subjectively initiative fully, propel them study willingly and actively, so that each of them can make progress from their original levels. According to the study level and the objective difference of the students, graded progression education makes education objects, education targets and education activities into various levels. And the other of the teaching and study is as, teaching theme setup, directional self-learning, detailed direction, level practice, correction and improvement .Its strategy and operation form is: make various education background into one group to study together; set different aims to reach the targets gradually; give lessons with different levels to develop the students'capacity. Necessary measures of graded progression education are: graduation direction; level examination and graded assessment.Graded progression education is for students'competition sense, shifts from teacher-oriented to student-oriented; and make everyone can get trained and developed on the terms of practice capacity, creation capacity, self–learning capacity, self-development capacity.
