Teachers' Learning Resources Centre (TLRC) is a very characteristic measure in EU-China Gansu Basic Education Project . This center bases on the idea that "experiences and information are the public resources for teachers' professional development, communication and cooperation are the effective way to teachers' development together". The conception is "cooperative-learning, resources-sharing, experiences-communication and developing-together". The goal of this center is through long-distance training to establish a place which involves learning, discussion, communication and cooperation for rural teachers and headmasters, and to promote rural teachers' and headmasters' professional development. Bang-Luo Teachers' Learning Resources Centre is the one of experimental places in EU-China Gansu Basic Education Project.This case study is about Bang-Luo Teachers' Learning Resources Centre, which started in November 2004 and ended in January 2006. The study based on the cooperation between the researchers of university , the technical personnel of Resources Centre and the radiating school's teachers. With the guiding of practice problems action-research paradigm is taken, which includes interview, observation, discussion, questionnaire survey and writing research diary to gain the staged research result. In the light of the existing problems in the Teachers' Learning Resources Centre, we research group use resources spreading, technical personnel training and class teaching concerning to explore primarily how Teachers' Learning Resources Centre promotes Rural teachers' professional development.There are some useful findings obtained from this study: Teachers' Learning Resources Centre can promote teachers' professional development; the practice of Teachers' Learning Resources Centre must be connected with local reality; the service provided from professional technical personnel is a very important element in Teachers' Learning Resources Centre; establishing teachers' re-thought consciousness is a main strategy to keeping the function of Teachers' Learning Resources Center. Research suggests emphasizing the learning as a core in rural teachers' professional development; actively establishing the network system for rural teachers' professional development which see Teachers' Learning Resources Centre as a core ,attaching great importance to government's power which can stimulate Teachers' Learning Resources Center's development and the problems that exist in development of Teachers' Learning Resources Centre must be dealt with positively.
