Because The teacher professional development is not enough be regarded in elementary school, educational action research acts as the important way to improve their researching idea and ability of the teacher professional development, we should think much high of it. This paper tries to talk about this problem.The first part explains the basic ideas of teacher professional development. I draw a conclusion of the way to the teacher professional development after narrating the background .implication and the research result. And then explain connection of the educational action research and teacher professional development. Educational action research is a good way to improve teacher professional development , especially to the teachers' own development. Nowadays, teacher professional development call educational action research.The second part aims to narrate the characteristics and function of educational action research. After displaying history, quality andsorts, the part emphasizes educational action research basic characteristics, for example, it combines the process of researching and action, especially emphasize reflection etc. This part stresses on the function of educational action research to teacher professional development,it represents on accelerating teacher professional development, leading teaching reflection, improving teaching level, etc. At last, the last narrates how to execute educational action research.The third part narrates the tactics of the educational action research. Firstly, how to do four basic steps of educational action research well are explained on the basis of introduce the mode of Deak, then explain how to conveniently manipulate the educational action research. And explains the result format that can be choiced of the educational action research. It stresses five basic tactics of the educational action research, including changing the ideas of researching, strengthen the scientific administration , professional teaching portfolio; and so on.
