One of the key factors that leads to the backwardness of education in the countryside of Shaanxi province is the deficiency of teachers and inferior quality of speciality. While economic develops, education must go firstly; while education develops, teachers must go before hand. The fundamental way out for the development of the education in the countryside of Shaanixi province are starting from the transformation of the mode of teacher-education, relying on teachers and their group to achieve development goals and improving the speciality proficiency of teachers. Organizational behavior patterns of speciality learning community accurately fulfill this goal, it help form the culture of teachers' group rapidly and is a ideal practical mode of the development towards teachers. Besides, it properly meets the demands of the New Curriculum Reform, which propose cooperative development for teachers and clearly asks for the cooperative culture of teachers group. The New Curriculum Reform calls for the change of the groups' working patterns, the change of lonely situation of teachers,; asks that teachers should learn from each other through cooperating as well as the course of educational reform. Based on this, the author did investigation to the primary and junior schools in countryside and discovered that there exists middle organizations as education and research center, lesson preparation center, and grade center. However, they didn't function as was thought in the investigation. Teachers are lack of motivation and ability to do school-based researches on education for the inefficient development of speciality. The key obstacle exists is that no real organization has achieved concerning the speciality development of teachers. However, the organization and individualization concerning the speciality development of teachers is a symbol of the speciality development of teachers.Based on the above points, this article is divided into six parts to describe professional Learning Community, the special instructional modes. The first part of the article is an introduction, the reason of selectting this theme.why do we need to build a Learning Community. In addition, the article Analysis the domestic and international station of current research and describe the results of this study. Secondly, the article describe the research method. The second part introdce the literature review, the theory of teacher's professional learning community, and the characteristics of professional learning communities and of the theories. Then the article analysis the realtionship between teachers'professional development and the Learning Community. The relationship between content and form, purpose and method. The third part of the article is to analysis the status of teacher professional learning community of the teachers in primary and secondary schools in rural areas of Shaanxi Province. The article express from the following aspects:①the organization, operation mode and existence formation of the current teacher professional development in rural areas in Shaanxi Province;②he typical cases of teachers'professional Learning Community in rural areas in Shaanxi Province;③he existing problems of teachers' professional Learning Community in rural areas in Shaanxi Province, such as the faults of the organization, Backward mode of operation, the unclear goal orientation.Its fourth part of this thesis mainly analyses how to construct a mature teachers professional study community in primary and secondary schools in rural areas in shanxi province.It mainly gives some advice and some methods:①the motive of constructing teachers professional study community.②who will construct it? who are the cores and subjects?③the way of constructing teachers professional study community,how to operate it?How to promote and evaluate it?④provide Supportive conditions of building teachers professional study community:the first term,external support financial conditions, policy and the environment; the second term:Internal supportive conditions:members, system, management and evaluation, etc. The fifth part is mainly based on the results of the study and recommendations to have analysis review, at the same time,it reflects and predicts the mode of the organization of the professional development community according to the development of teachers'profession. The last part is the conclusion of the thesis,it is mainly used as a general summary of the whole thesis.
