A Study Of The Guaranteeing System Of The Investments On The Teaching Of Colleges And Universities

In order to weigh the situations of investments on the teaching of colleges and universities, what should be done first is to define teaching funds. On the basis of the typical "Three Elements" of teaching, analyzing the process of common teaching and its particularity, this paper points out that, comparing with the teaching process of junior and senior middle schools, the teaching process of colleges and universities includes important contents such as teaching practice and praxis, course building, books, teaching study and so on. Further, it points out that the funds of colleges and universities mainly constitute of the funds used for teachers, course building, teaching equipments, students' practice and praxis and the teaching study. Secondly, on the basis of referring to the relative study of "Abundance of Education Funds", this paper puts forward the criterion of weighing the abundance of education funds. Subject to this criterion, this paper unscrambles the relative teaching situations and teaching data which makes clear that the teaching funds in the west areas are far behind the requirements after the scale of recruiting students being enlarged, and that local funds of undergraduate universities are far insufficient. All these problems are reflected in the following aspects: the funds for per students drops, the funds increasing the teachers and improving the quality of persons qualified to teach are not sufficient and the teaching conditions can not meet the needs for teaching.The reason is that total funds of colleges and universities from the government and all the social circles are not sufficient which limits the...
