ObjectiveThis study to analyze the status and the funding trends of local funds for science and technologyin colleges and universities in Shanxi province, Beijing, Jiangxi province, Henan province,Shaanxi Province, 2005-2009.To find the current situation and development of funds for scienceand technology of local colleges and universities ,research funds allocation and funding trends incolleges and universities in Shanxi province, to make funds for science and technology in localcolleges and universities in the rational configuration and use in Shanxi, provide thedecision-making basis for the development of higher education in Shanxi province.Sources and methodsThe Compilation of Statistics of Science and Technology in Colleges and Universities,(2006-2010). Editor in chief of Science and Technology Division,Ministry of Education.This materials includes University and its affiliated hospitals in basic research, applied research,experimental development and application R&D results, other services at all levels of scienceand technology carried out research on the overall situation, covering scientific and technologicalmanpower, funds for science and technology, science and technology, science and technologyproject and the international science and technology exchanges, as well as in colleges anduniversities of science and technology activities associated with this output.By reading a lot of literature material of funds for science and technology in universities andcolleges, understand funds for science and technology related policy and important researchindex in universities and colleges. Using time series analysis method，according to the time ,each index of the status of funds for science and technology in universities and colleges wasanalyzed in Shanxi province, Beijing, Jiangxi province, Henan province, Shaanxi Province,2005-2009.Results1, Trend of local funds for science and technology in colleges and universities is growing ingeneral, funds from government is in subject position in 5 provinces 2005-2009. The level offunds for science and technology in Beijing and Shanxi province is higher, amount of funding and the pace of development is lower in Shanxi province, especially the level of scientificresearch personnel and funds for improving the condition of scientific research is lower.2, Research and development (R&D) is in high levels in Jiangxi,Henan province. Research anddevelopment funding is a growing trend in Shanxi province, but total expenses for basicresearch and development is lower, experimental development declined.3, Expenses of application and technology services is higher in Shaanxi province, and it is lowerin Shanxi province,population is decreasing.Discussion and suggestions1,Increase investment of science and technology to local colleges and universities in Shanxiprovince, in particular improve research and development investment, expand funding channels,optimize the structure of expenditures.2, Improve the system of scientific research environment and to establish cooperativemechanisms, improve service levels, promoting economic structure adjustment in Shanxiprovince.
