| Based on literature review, survey, experts' advises and through the analysis of the open questionnaire done to 157 undergraduates and the research interview with some others, this research put forward a theory hypothesis of sports values and further on compiled a preliminary questionnaire, thereby forming into a formal questionnaire after an analysis of exploratory factors through close questionnaire given to 220 targets. The author also checks out the credibility and efficacy of this self-complied scale and applied it to the investigation on 1300 university students. And seven discoveries are found as follows:1 .The theory hypothesis of sports values was a multi-level and multi-dimensional model. It included two traits: the society trait and individual trait. The society trait included society economy, patriotism, society stabilization. The individual trait included education, communication, amusement, spirit, body-building.2.Test-retest reliability,split-half reliability, internal concordance coefficient, content validity and construct validity of the sports values questionnaire of university students are good. This questionnaire could be used to test the sports values of university students.3.The university students pay different attention to different dimensions, the order from much more attention to less is: body-building, spirit, amusement, patriotism, education, society economy, communication, society stabilization.
