Entering a new century, intellectual property right plays a more and more important role in national economy, science and trade. More and more attention has been paid to the exploration, protection and employment of patent, which is a principal part of intellectual property right. Our country has stipulated the strategic position of intellectual property right, too. The body of higher learning institutions is an integral part of the national system of scientific innovation. They are supposed to contribute to our country's strategy of intellectual property right. This paper aims to explore the field of how to improve the productivity of patent in higher learning institutions in the dimension of management.This paper makes use of the paradigm and theoretical framework of core competence research to put forward the notion of "patent productivity of higher learning institutions". From the point of paradigm, patent productivity of higher learning institutions can be divided into two processes: core process, technological innovation and its supporting system, research administration environment.Based on such theoretical framework, this paper first analyzes the process of research administration process in higher learning institutions. Through the means of questionnaires and analytical fieldwork carried out in its sub-processes—strategy, organization, interface, technology transfer and so on—this paper tries to analyze the problems and their separate influences on productivity of patent.In the study of the core process of patent productivity of higher learning institutions an influence mode is to be constructed. Based on the theories of resource attachment theory in organizational theory, this mode is constructed in the dimension of the input and output of technological innovation in higher learning institutions.
