Along with the rapid development of science and technology and the acceleratedtrend of economic globalization, intellectual property has become a nation’s strategicresources. As an important part of intellectual property, patents can transformknowledge to wealth, which is going to be a symbol of the comprehensive nationalstrength. Universities as an important ingredient of state’s science and technologyinnovation system, in the implementation of patent strategy, have played a crucial rolein it. Therefore, it is not only helpful to increase universities’ science and technologyinnovation ability, but also to build the innovative country and core-competitiveness ifwe improve the level of patents output.According to the College Intellectual Property Report of China(2010), from1985to2010, the total number of our universities’ patents is319595and the averageannual growth rate is19.8%. Facing to the rapid growth number of patents, we shouldclearly aware of the phenomenon of low-innovation and few-core technology exists inour universities. To optimize the evaluation system of achievements in science andtechnology and establish a scientific and practical evaluation system of patent qualityare significant to improve universities’ and countries’ science and technologyinnovation ability in theory and practice.This paper first clarifies the present situation of researches on patent qualitydefinition, patent indicators and evaluation methods, and then defines universitypatent quality oriented to science and technology innovation which should considerthe patent application, authorization, maintenance, inventors, technology scope basedon invention and utility model and strengthen the impact of inventors and technologyscope to reflect the patent quality. We use entropy theory, in combination with thesubjective and objective methods, to construct a comprehensive evaluation model.We selected31universities’ inventions and utility models which have outstandingpatent outputs(1985-2011)of top30to reflect the present situation of Chineseuniversities’ ability and level of patent outputs. The patent quality indicatorsespecially inventor and technology scope were selected to have a system analysis.Finally, the comprehensive evaluation model was used to analyse these universities’patent outputs.
