The developing of commodity economy, coming into being of market economy system, especially emerging of civil society are the activator of subjects right consciousness. With the awaking of the subjects' right consciousness, citizenship education can be brought forward. China is experiencing the times of social transition, developing of commodity economy and completing of market economy, which needs a healthy and self-discipline civil society, needs to cultivate millions of healthy and self-discipline citizens. Shaping of healthy and self-discipline citizens depends on citizenship education. But subjects' consciousness and private owned personality can't mingle together with the citizen accomplishment that modern society requires. Therefore, to sufficiently recognize citizenship education and its background factors as well as the structural factors, grasp the essence of citizenship education is the necessary request to confirm scientific citizenship contents and to explore implementing citizenship education methods.The thesis aims to tell the differences between the conceptions of citizen and subjects, take some countries as representatives to introduce the differences between the two kinds of educations, bases on the absorbing and references of foreign citizenship education, to analyze historical inevitability of developing citizenship education, construct the content of citizenship education, give suggestions to the implementation of citizenship education.The thesis has six parts, these are Introduction, Conception Illustration, Subjects Education, citizenship education, comparison of two educations and thinking and conclusion.In Introduction it casts back to the history of citizenship education, summarizes the present research condition, and offers the main research method in the thesis. In the very beginning of the first chapter, it tells the differences among several conceptions, these are subjects, subjects politics, subjects culture, subjects education; citizen, citizenship politics, citizenship culture, citizenship education. In chapter two, it chooses three different countries in three typical times to introduce subjects' education's special representation in the special world. In chapter three, it chooses three different counties as example to illustrate its citizenship education in different times. After the show of two educations in different countries and times, chapter four compares two kinds of education in the aspects of social background, education thinking, education content etc. Each comparison is to arise thinking, in Conclusion, it gives a perspective of present condition of Chinese citizenship education, combines foreign experience, and gives suggestions to our citizenship education implementation.
