After taking the open-door and reform policy,with the establishment of the social market economy and the further development of the reform in politics system, great changes have taken place in different aspects, such as politics, economy, social structures and so on. Under the influence of global government re-construction, our government function is undergoing a transformation from an all-done government to a power-limited government, from a supervisory government to a service government. The idea of social management done by government and the marketing of public services has been gradually deepening, and the reform of the marketing of public products and service supply has been expanding. The elementary education service supply policy monopolized by the government , which is set up in the planned economy period using "county" as its unit, has been bringing out more and more problems. Calling for marketing reform is also on the upsurge. Establishing a new elementary education involvement policy ,which is conform to the market economy system and matches to the transition of government function, is urgent.Guided by market mechanism, this thesis discusses systematically a new mode of elementary education involvement policy, adopting the theory of education voucher. First, starting with the involvement policy of elementary education, the shortcomings and reasons of the policy are analyzed here to show the possibility of re-choosing of elementary education policy, then we demonstrate fully the possibility of introducing the theory of education voucher to elementary education involvement policy from management, economics, politics so as to provide evidence to the policy establishment. And at the same time, we conduct a practical analysis of carrying out the "ChangXing education voucher" in a long time , and inspecting the obligation of "JianLi education card" to further our explanation that "education voucher" has made great achievements in our country. Secondly ,with the theory of education voucher , the re-construction mode of our elementary education involvement policy is brought forward , and the government concrete measures undergoing in different stages are listed .Finally, with the help of public management theory, an evaluation of elementary education involvement policy in LengShuiTan section is made , the emergency of adjustment of the elementary education involvement policy is discussed here from another angle. With systematically and fully demonstration , and adopting the method of combination of theory analysis and practice, we have fully proved the possibility and feasibility of introducing "education voucher" to elementary education involvement field in our country.
