Since the 1990's, privatization has become a new choice in people's trying to reform the education. School Voucher is one way of privatization and it is the breakthrough point of the education reform which is an important way to rebuild the structure of education.New liberalists take the freedom as the most important goal to achieve and think it is based on the private wealth, so they refuse the big government. Milton Friedman, a representative of the New liberalists, first put forward School Voucher which allowed the parents to choose any school between the private schools and the public ones to change the government monopoly of education and improve the educational quality of public schools. So School Voucher is the new liberalism's product in education.School Voucher has been practiced for over 50 years in America, but it is always the point at issue. One of the issues is whether School Voucher breaks the American constitution, specifically speaking, separation of church and state. Americans think so because of the gloomy consciousness which thinks there is evil in everyone as well the kindness, reason and their ability. So they fought against the church's autocracy for independence. But now, as the people who oppose School Voucher say, that missionary schools can get a lot money because of School Voucher is equal to supporting churches, which is forbidden.So it is difficult to practise School Voucher. It is in the late 1960s and 1970s that School Voucher was first carried out. But it failed in Rochester and the School Voucher in Alum Rock was regarded as a non-typical one. School Voucher hasn't been developed deeply until 1990s.Now School Voucher of Milwaukee, Cleveland, Florida and Colorade has the greatest influence in America.School Voucher in America has not carried out in a large scale because it is facing all kinds of obstructions, most of which are from vested interests, laws and arguments about School Voucher. Although, School Voucher has a strong life because it points out the tendency-free choice in education, gives expression to efficiency and equity and urge government to adjust it's role in education. In the future, School Voucher will do much on the education equity, pay attention on the education quality. What's more, maybe, it will urge people to re-explain the Constition.The goal of this thesis is to rich the theory of School Voucher and hope that we can deeply understand School Voucher in China in an open sight. School Voucher is a newly-born baby in China. We need more theory of School Voucher to lead it. School Voucher has been practiced in some parts of China, but the School Voucher in China is different from the School Voucher in America. The former pays attention to the compensation while the later the free choice. But they have close relationship, that is, they are in different stage of one thing. The School Voucher in America is the goal the School Voucher in China will achieve in the future. Now in order to get it better, our government should do many things.
