The development of the knowledge-based economy has brought a new opportunity and challenge for our education. And Human's creative spirit and practical abilit is the heart of the education. Teachers are the soul of the education, success or failure of the future education depends on the qulities of the teachers. In order to improve effectively the overall qulities of the teachers and the better development of the schools, carrying out the school-based training is an important way.Inview of the study of the training models to our teachers, we have gained much, but some inadequacis exsit. Many problems, such as : Model design is unitaty, goals are not clear and definite,operation is weak and so on, cause the inefficence of the training. So the estabishment of a higher level school-based training is more realistic.With the guidiance of the theories of lifelong education and the teachers'specialization. We'll improve the development of the teachers and schools, focusing on teachers'professional ethics,skills,knowledge and research.
