In the background of new curriculum reform and teacher professional development, primary and secondary school teachers training has very important significance to improve the overall quality of teachers and basic education. In recent years,"Training projects of the primary and secondary school teachers at the national level" and anothers created a flexible participatory teacher training model combined with local actual situation, pay attention to the teacher’s subjectivity, had a positive effect in practice. But it must be admitted that, it is still an important problem of training inefficient in teacher training in our country. Some of the reasons for training inefficient, but further analysis found that the most fundamental reason is the low specialization level of teacher training. So it is an urgent to improve the professional level of teachers training in order to improve the quality and level of teachers training work.This study is based on teacher training model of Baoan district in shenzhen, carried out the study of primary and secondary school teachers training inefficiencies. Research idea is mainly based on the following consideration:Baoan district teachers training pattern has both its own characteristics, at the same time, it has certain representativeness in terms of the problems existing in the teacher training. It is clearly show the development trend of teacher training in our country presently through the analysis of Baoan; More importantly, puts forward the counter-measures and Suggestions to solve common problems existing in the teacher training. In this paper, the integrated use of literature method, questionnaire investigation and case analysis method, after an in-depth analysis on the Baoan teachers training model, it is concluded that:1. The advantage and the existing problems of Baoan teachers training mode.(1) The advantage of Baoan district teachers training mode. First of all, Baoan combined teaching, scientific research and training, to establishment an "inquest into teaching integration" teacher training mechanism. Secondly, it carried out the teacher training and clarify to do classification, duty, multi-level training according to the diversity and differences characteristics of the teachers demand. Thirdly, it has carried out a series of thematic training programs in terms of training content based on the education teaching; at the same time, Baoan concerned and paid attention to the inner power of teachers’ professional development district with its unique perspective, creatively carried out the characteristics of special training, development and innovation of training content. Fourth, it undertaked participatory training innovationing of teacher training ways and methods, paying attention to the role of the teacher’s subjectivity,(2) The problems of Baoan teachers training mode. There are deficiencies in the following:Firstly, lack of advanced training needs analysis before the implementation of training truly based on-demand; Secondly, the curriculum design and development has a strong subjective randomness and discontinuity because of no in-depth investigation and analysis of the teachers’s training needs, which to a certain extent, affect the quality of the teacher training; Thirdly, the implementation of training project lacks of scientific and effective training evaluation methods, influence the continuous improvement and improve of the teacher training program; Fourth, to form a complementary advantages of training teachers, at the same time, improve the professional level of training managers.2. Measures and Suggestions to resolve the problem of the teacher trainingIn view of the above shortcomings, first of all, to master the four steps of the training needs analysis, scientifically carry out the demand analysis; Second, focus on the teaching problem, set ZhuanTiShi training course, plates--modules--topics training course system; Third, use the theory of performance evaluation of education and the Four hierarchical model of Kirkpatrick, from four aspects--the reaction, the harvest, the changing, the influence to build teacher training evaluation model.
