Revolution of learning is promoted by the development of science and technology, education must be reformed in the knowledge-based economy society. In 21st century, the knowledge-based economy ages is coming and higher requirement for the person's ability is needed. Therefore, we have a craving for new educational mode to provide opportunities for more people particularly for the on-the-job adults. Distance education, especially modern distance open education which takes network as carrier goes with the current of the tendency, we can obtain something new at any time with the aid of it. However, a great deal of researches about independence study result of the on-the-job adults in the web environment suggests, many adults have no learning motivation and give up their study, but why? The main reason is that we haven't pay attention to motivation in independence study, and we haven't consider it as a core factor to design our whole teaching process.The subject is based on this elementary opinion: the learning motivation is the core factor of one's learning process, which is sustainable factor through the whole learning process. It is result of the learner and the study contents, the study environment, the learner oneself hand over with each other. It can't escape from the concrete learning process and environments. The author combines the current opinion about learning motivation, theories concerning learning motivation, the adults pedagogy theories and courses designing theories, especially the researches of the learning motivation design theories , considers attitude, need, stimulate, emotion, ability and enhance as the factors of on-line teaching design, divides the whole process into three stages: the beginning stages, the middle, and the last. He borrows the Time Continuum Model of Raymond J - Wlodkowski on the basis of analysis. Corresponding with these stages, the author tries to put forward some strategies that stirs up, maintain, enhances, at the same time, he illustrates some examples to increase their conviction and to raise their maneuverability and practicality.
