Ministry of Education promulgated some opinions about further propulsion of balanced development of compulsory education in May 2006. It requested local government to abridge handicaps in run education condition, current expenditure, teachers and schools between city and country , between schools in areas. Nowadays, balanced development of the compulsory education becomes a basic idea and strategic choice to China. But unbalanced development of compulsory education in area troubled us. The handicaps between middle schools in area has still enlarged.The reasons to the unbalanced development of compulsory education in area consist in many aspects. The objective reasons are economy disparity in many areas and education policy. But we only solve it in economy development. About the subjective reasons, the thesis use public choice theory to analyze government official's unfair action, benefit groups' competency bring about the unbalanced development in areas.On this foundation, the thesis prompt we can bind government behaviors and bring in market mechanism to assure the balanced development of compulsory education.At last, the thesis use city of tongling to be a case. It analyze how the city of tongling to accomplish balanced development of compulsory education. The experience of tongling is that the government behavior courage in solving the problems. To accomplish the balanced development of compulsory education need government's efforts.
