The balanced development of the county-wide compulsory education is the key to achieve balanced development of compulsory education.It is clearly stated by "The Outline of the National Medium and Long-Term Education Reform and Development Plan(2010—2020)" that “balanced development is of strategic significance for the development of compulsory education” and that “we need to take the lead in achieving balanced urban and rural compulsory education development within the county(district)and then in a larger scope".China's compulsory education implements the county-oriented management system,and it is very important to take the lead in realizing the county-level balanced development of compulsory education for accomplishing the national strategic task of balanced development.However,the current county-level reform of balanced development on compulsory education is facing many dilemmas,such as resource constraints,institutional barriers,and environmental restrictions.Firstly,this paper makes theoretical interpretation and analysis in terms of the intrinsic connotation,index system,regional characteristic and selection path on the balanced development of compulsory education,which lays a theoretical foundation and analysis dimension for the follow-up study.Secondly,it focuses on the county-level compulsory education and systematically scans the status quo on the balanced development of county-level compulsory education in China by applying literature analysis and policy interpretation.From the perspectives of student sources,teaching conditions,teachers' level and education quality,through the factual exposition and data demonstration of several counties and districts,this paper presents the comparatively overall and real state of the balanced development on county-level compulsory education in China as well as deeply reveals the existing problems and dilemmas.Finally,this paper summarizes the practical experience of promoting county-level balanced development on compulsory education in various parts of China and attempts to offer ideas and paths for solving problems from the fields of philosophy,policy,and technology.
