| This paper studies the problem of balancing compulsory education in cities,and incorporates the balancing of basic education into the context system of public service equalization,which will help to further enrich the theory of public service.This paper studies a series of policies issued by the Shanghai Municipal Government during the 12 th Five-Year Plan period,which have contributed to the balanced development of compulsory education in Shanghai’s counties.I hope to show how the government manages the public service of compulsory education by means of public management through research,and summarize some experience,and make some reflections on the non-policy-making.Before studying the policy,this paper gives a detailed introduction to the relevant literature at home and abroad,the relevant theories of public administration and compulsory education balance,and the research methods adopted in this paper.In this paper,when we study policy,we first present the background of policy making through examples,as well as the existing problems at that time,and make an in-depth analysis of why these problems arise.Then it studies the implementation of specific policies from the two levels of district and school.The district government mainly analyses the personnel system,enrollment system,urban-rural integration project,investment system,evaluation system,etc.The school level mainly analyses the school-running route of school districts and collectivized resources sharing,and entrusts the management of how to make high-quality resources radiate to weak schools and new high-quality schools.How to make education diversified,etc.This paper hopes to show the role of policy in the process of balanced education,so it evaluates the policy in the construction of weak areas,promoting the balanced development of compulsory education in counties and transforming development by using the method of data comparison.This paper evaluates these innovative measures,such as the establishment of new high-quality schools and the entrusted management of schools,by using the method of case analysis.This paper also makes a comparative analysis of the NCLB Act of the United States,the "four-leaf flower" of Singapore and the developed compulsory education system of Japan.In the end,this paper makes some reflections on the formulation of the policy of balanced development of compulsory education in Shanghai after the 12 th Five-Year Plan,and does not replace the government to design any specific policies,but puts forward some suggestions,hoping that the government will pay attention to several pairs of contradictions in the process of formulating policies. |
