| In order to enhance the overall quality of national predispositions and implement the strategy of rejuvenating China through science and technology effectively,goverments have established compulsory education systems accordingly on the basis of national reality.Since 1986,China has officially adopted the nine-year free compulsory education system,which was later elevated to a legal height and widely known.Further strengthening the reform and open policy,China has become more and more powerful and with the compulsory education gradually deeply rooted in people’s hearts,Chinese are showing higher and higher literacy.It is worth mentioning that developed countries have been on 12-year compulsory education early or late.In the primary stage of the reforming opening,goverment encourages some persons or districts to get rich at first.Because of convenient trade basis,the development of coastal areas took priority over the interior areas’.Nevertheless,this led to the unbalance of social development and owing to different kinds of causes in every province and city,wealth inequality occured among various regions,both of which brought the uneven phenomenon of compulsory education.Put forward under this circumstance,the balanced develope of compulsory education means that schools implementing compulsory education,with the help of country,carry out even development in funds investment,hardware construction,faculty cultivation and logistic support,realize standardization of running conditions and unify resource equipment to let all citizens equally enjoy well education,no matter where in urban or countryside,no matter how rich or poor.Compulsory education equalization is the basis of realizing social justice,is the security of improving national literacy,pushing on talent training and building a well-off society in an all-round way,is the demand of ensuring sustainable development in education and is also an effective path of building harmonious society and actualizing the rejuvenating China through science and technology.On September fifth,2012.the Sate Council used number 48(2012)to print the suggestion about penetrating into pushing on compulsory education equalization.The Suggestion further clears the duties of each local government in developing compulsory education equalization,and puts forward the basic aim of pushing on compulsory edcation equalization,which includes:Firstly,fund investment can be guaranteed so that every school can in accord with nation’s standards of running.Secondly,education resources can satisfy needs of schools’ teach to let each school has the ability to open nation’s all obligatory classes.Last,teacher collocations are more reasonable and teachers’ entire quality can have more progress.The essence of The Suggestion is to make every school and every children enjoy good and fair education under the drive of equal quality education resources.In 2015,the Office of the Education Steering Committee of the Sate Council carried out examine and verify to relevant materials about compulsory education balanced develop in nation’s 545 counties(municipality and district).I,as a member of the check,participated in the check work spread in Port Town,Zhongshan.Thanks to this activity,I thoroughly understood the particular of Port Town’s compulsory education balanced development and collected detailed and actual data,which provided a strong guarantee for me to finish my thesis.To begin with,this thesis shows the background of its generation and then analyzes its meaning of theory and practice,which aims to definite three concepts:compulsory education,compulsory education equalization and the theory of education justice.Next,my dissertation introduces some experience about balancing compulsory education practice at home and abroad.In the principle part,I clarify the research background and reasons and in accordence with compulsory education equalization evaluation index system.I synthetically utilized a number of ways,such as literature research,mathematical statistics and comparative analysis,etc.to analyze the basic situation of balanced compulsory education in Port Town which including fund investment,school building construction,equipment configuration,campus environment construction,teacher teams construction,campus environment and stadiums construction,campus library construction,at the same time,I summarize recent achievement in balanced education in Port Town.Last but not least,the treatise analyses the relevent existential issues in Port town,Zhongshan and gives some suggestion,especially try to offer evidences for evaluation and supervision of balanced development of compulsory education in urban and rural areas. |
