The Construction Of Community Stability Mechanism From The View Of City Governance

As the basic condition of society development,stability is the result of human's self-adjustment and self-control. Under the traditional command economy system , the unit,the basic part of the city grassroots society , carried out the function to adjust benefit and maintain society stability. As the economic reform and society reform increasingly develop, the unit system gradually disorganizes; the unit, as a economy organize, has been loseing the function to express and adjust benefit. And because of imperfect development, the community can not take over the function the unit took on. In this article, we firstly analyze by two case the reason why the tranditional benefit under new conditions adjustment system will fail. Then we, making use of governance theory, design on community level a community stability mechanism, which, on the axis of community neighborhood committee, resolves benefit conflict by interlocution and negotiation. Therefore, we on the one hand, should organize a benefit adjustment system including multiple benefit body in community, on the other hand, should nourish corresponding community social capital which is helpful to make system work. For this reason, we should agitate community member actively take part in the management of community public affairs, and develop culture and education movement.
