Research On The Impact Of Strategic Planning Of World-Class Universities For The Leap-Forward Development Of Universities

As one of the important ways to realize the leapfrog development of universities,university strategic planning plays a vital role in the growth of universities into worldclass universities.However,in China's University practice,the role of strategic planning is rarely positive.In order to enable our universities to make better use of university strategic planning to realize the construction of world-class universities,this paper explores the impact of world-class university strategic planning on the leap-forward development of universities,which can not only enrich the theory of University Strategic planning,but also provide guidance for our universities to formulate more scientific and rational strategic planning.The main contents of this paper are as follows:Firstly,on the basis of previous studies,this paper combs the relationship between the elements of strategic planning of world-class universities,and constructs the theoretical framework of the impact of strategic planning of world-class universities on the leap-forward development of universities according to the theory of strategic planning of world-class universities.Secondly,the idea of designing case studies.Through the analysis of Carnegie Mellon University's strategic planning and development stage.Strategic strategies related to teacher resources,scientific research,personnel training,material resources and financial resources are identified as the five conditional variables of this paper,and the leap-forward development stage of universities is identified as the result variable of this paper,and the evaluation criteria of variables are determined.On this basis,the following analysis ideas are designed: firstly,the necessity of conditional variables is analyzed to judge whether the selected conditional variables are reasonable;secondly,the combination of conditional variables is analyzed to determine the combination of key conditional variables,so as to supplement the logical structure of strategic strategies in strategic planning;finally,the logical structure of strategic strategies in strategic planning is explored through the program analysis.It also summarizes the strategic strategy and the law of leapfrog development of Carnegie Mellon University.Finally,the research shows that:(1)the conditional variables determined in this paper can explain the leapfrog development of universities well;(2)there are two key conditional variables combination;(3)the analysis of the program shows that the logical structure of the two strategic planning strategies of universities can achieve leapfrog development of universities.Combining with the development process of Carnegie Mellon University and the logical structure of strategic planning strategy,it shows that part of the strategic planning strategy continuously strengthens its adaptability to the strategic planning objectives on the basis of inheritance,while part of the strategic planning strategy keeps pace with the times and integrates the external environment and strategic planning objectives more closely.Finally,some suggestions are put forward for our universities to make strategic plans.
