Research On The Evolution Mechanism Of Strategic Planning Of World-class Universities Based On Text Analysis

University strategic planning is one of the most important factors in promoting the development of the university itself.It can ensure university can do the right things,help the university to create an ideal future,promote the sustainable development of education,promote university reform,and help university improve their competitive advantages and respond to environmental changes.The world is changing rapidly,economic globalization,knowledge economy and the development of new technologies have made the university constantly evolving and changing.In order to correctly guide its own development,the university must update its own strategic plan in a timely manner.As an important part of the higher education system,World-class university carry a major mission of talent cultivation and scientific research and play an important supporting role in the research and innovation system.Studying the evolution mechanism of strategic planning at different stages of top high-level World-class university can help universities accurately grasp the evolution regular patterns of university strategic planning,clarify the driving force and path for the evolution of university strategic planning,and guide universities to carry out their own development and construction and better fulfillment.The research can also help universities better fulfill their important functions of cultivating specialized personnel,developing scientific research,and developing social services,promote the vigorous development of higher education,and provide reference for the development of strategic plans for Chinese universities.From the perspective of dynamics,this paper selects the strategic planning texts of five World-class university including Oxford University,Imperial College London,Carnegie Mellon University,Georgia Institute of Technology,and Hong Kong University of Science and Technology in different periods as examples,and uses text analysis to study the evolution mechanism of university strategic planning.After defining concepts such as World-class university,university strategic planning,and evolutionary mechanisms,and formulating the elements and systems of university strategic planning,a conceptual model of the evolution mechanism of university strategic planning is proposed,and the case analysis and text analysis process is designed.The main conclusions drawn from this paper are: The genetic characteristics of the evolution of strategic planning in World-class university include(1)The university's mission,vision and values: it embodies the three major functions of the university,highlights the advantages of the school,emphasizes both teaching and research,and serves Social;(2)Strategic Objectives: Focus on curriculum construction and extracurricular experience,focus on the cultivation of students' comprehensive ability,maintain the advantages of core disciplines,and highlight the construction of interdisciplinary,multidisciplinary,and emerging disciplines.(3)Strategic measures: Emphasis on teacher recruitment and career development,focusing on minorities,emphasizing the construction of hardware facilities and information technology,and paying attention to the construction of financial and organizational management.The variability in the evolution of strategic planning includes:(1)The driving forces of evolution: changes in the specific content of strategic goals and the increase in factors(2)The path of evolution: focus on innovation and entrepreneurship,content,scope,and community of social services expand,attach importance to diversity and inclusiveness,pay attention to the construction of campus culture,and emphasize multi-party cooperation;(3)The evolution of structural systems: the structure tends to be complete and reasonable,and the interlinking of goals and measures is strengthened.On this basis,suggestions are made for the formulation and adjustment of university strategic planning in China.
