Research On The Strategic Development Planning Of Local Colleges And Universities

“Forearmed,planning the development of no preparation” universities are to design the blueprint for the future development of colleges and universities.It is the action programme of the independent development of the University and the guarantee measures for the success of the development.The scientific development of university development plan is conducive to the continuous development of colleges and universities in a coordinated and orderly way according to the intended target and the established idea.The development of local universities is currently an important aspect of the development of colleges and universities and local universities in the current effective strength,but make the strategic development planning has many problems,one of the most important problem is the orientation of local colleges do not have their own characteristics,the development of convergence phenomenon is obvious not only by its own development and hindering the problems caused by the waste of educational resources and personnel training.Based on this,this paper takes 20 universities(Dalian foreign language university,Jiangsu University,Hechi Universiry,Luoyang Institute of Science and Technology,Guilin University of Technology,Lanzhou University of Technology,Lanzhou jiao tong University,Qiqihar University,Harbin Normal University,North Central University,Huang gang Normal University,Yangtze University,China Three Gorges University,Yanbian University,Jishou University,Jiamusi University,Ningbo University,Ludong University,Bohai University,Yanshan University)as the research object,by way of theoretical research and comparative study,analysis of the status quo and development planning of local colleges and universities existing problems,causes and suggestions,hoping to help the local colleges and Universities in our country has been in the development of school development planning.The main parts of the paper are divided into three parts:The first department mainly introduces the relevant definitions of local universities and school development planning.The strategic development plan formulated by local universities has the principles of foresight,overall,flexibility and feasibility.Adopting scientific and reasonable methods and diversified ways can promote local universities to develop school strategic development plans suitable for school development.The second part analyses the current problems and causes of the development planning of schools in local colleges and universities.Through the analysis of the formulation of school development planning of the 20 local universities,local colleges and universities to develop the main problems of school strategic development plan is as follows: school location convergence characteristic is not obvious;the university environment analysis is not deep enough;colleges and universities to develop the strategic development plan of single way.The main reasons are: the ability to set up the planners is not enough and the level is not high;the competent authorities are short of guidance and effective supervision of the planning.The third analysis explores the suggestions for the formulation of strategic development planning for local colleges and universities.It is mainly divided into three parts: first,strengthen the management of school leaders and mobilize the enthusiasm of the whole staff;second,accurately locate the school development,make clear the direction of school development;third,expert assessment,check and acceptance.
