Research On The Strategic Planning Of Key Universities In Guangdong Province

Currently,there is much research on the strategic planning of universities worldwide.However,few studies focus on the text of the strategic planning and even fewer authors paid attention to the content analysis of the strategic planning through qualitative analysis tools.In addition,as a window of reform and opening-up,Guangdong has taken the lead in building a number of high-level universities,and the development experience of these universities has a certain exemplary and leading role for others.Applying Nvivo11 software,this paper conducted the content analysis of strategic development planning of high-level universities in Guangdong province,which has significance in enriching the research of university strategic planning in China.Applying content analysis and interview with Nvivo11 software,this paper analyzed the strategic development planning of high-level universities in Guangdong province.In the research process,combined with the framework structure of the 13thfive-year-plan development planning texts of 10 high-level universities in Guangdong Province and the elements of university strategic planning,this paper summed up five parts of the planning texts of 10 universities: strategic environment,strategic thinking,strategic objectives,strategic tasks,strategic organization and guarantee.Based on the findings,the research framework of this paper was constructed,and the research was carried out according to the idea of "analyzing the current situation-analyzing the existing problems and reasons-putting forward strategic suggestions".Based on the comprehensive research of quantitative description and qualitative analysis,this paper summarized the characteristics of strategic environment,strategic thinking,strategic objectives,strategic tasks,strategic organization and guarantee of10 universities in their 13 th five-year plans.Some existing problems in the text emerged:(1)the scanning of strategic environment is not comprehensive;(2)the understanding of strategic thinking is insufficient;(3)the positioning of strategic objectives is not accurate;(4)the strategic tasks lack their corresponding styles;(5)the strategic management links are not complete.After thorough discussion and analysis,the main reasons are:(1)the formulation of university strategic planning primarily depends on the will of leadership;(2)the restraint mechanism of university strategic planning is lacking;(3)there are defects in the evaluation system of colleges and universities.Last,the suggestions on the formulation of university strategic planning were made as follows:(1)strengthening the analysis of studying and working environment and clarifying the positioning;(2)adhering to the scientific concept of school management and clarifying the mission and vision;(3)setting up a scientific target system and establishing quantifiable indicators;(4)attaching importance to strategic priority issues and highlighting the characteristic development path;(5)clarifying the implementation and evaluation process and improving the effectiveness of strategic planning;(6)strengthening the research of colleges and universities and encouraging school-task participation of faculty,students and staff.
