Clan culture is an important feature of traditional Chinese local society and the main vector control of traditional Chinese village. Clan as the basic endogenous rural community organizations, to some extent connects the state and society. The state has carried out self-governance among villagers, making society certainly organization has improved and has gained a wider space for development When self-governance among villagers walks up the rural area stage, clansman culture and organization begins to reproduce in rural society everywhere right away. Nowadays, the relationship between self-governance among villagers and the clansman has been a important aspect of Chinese country social life, has been an essential angle and perspective of understanding Chinese society. Modernization is the trend of development all over the world, modernization is the inevitable way out of China social development.And the approach and speed of China modernization relies to the approach and speed of rural society. When the process of modernization into the village, the rural clans is a reality that can not be avoided. By analyzing the interaction between village governance and the Clan, it will contribute to understand the different governance interaction mechanisms between the country, the village elites and people.At the basis of absorbing research results ,take Wanbei L village as an example, with differential patterns of theory, from the relationship between state and society and the modernization perspective, by analyzing different actors' behaviors and motives in political elections and handling of public affairs, discuss clan' role in the process of political elections and dealing with the village public affairs, at the same time analyze the established political structure of the villages in different clans (the family). This article is divided into two main parts: the first part, by analyzing candidates and villagers' motives and behavior, analysis of the village committee election clan; the second part, by analyzing the disputes among village, as well as strong family for the impact of rural governance point of view, analysis of public affairs in the village clans. The article concluded that: clan as blood groups affect the election of the village committee and the handling of public affairs in varying degrees. Improving the level of democracy in rural governance, it doesn't mean disappearing the clan as the prerequisite completely.
