A Study On The Participation Of New Villagers In Rural Governance Under The Background Of Rural Revitalization

As the fundamental component of rural governance in the field of national governance,governing villages by the wise is an important part of achieving good governance in the modernization of national governance.For a long time,due to the serious asymmetry between bureaucratic governance and "autonomous governance,the performance of rural governance in China has been in a laggingstate for a long time.The bottom-up governance approach of Xinxiang Xian’s participation in village governance not only echoes the decentralization of grassroots governance designed by the upper level,but also adapts to the current national demand for achieving diversification and modernization of grassroots governance entities.The governance of rural areas by rural elites is mainly manifested as a dynamic practical process of empowering rural development by new rural elites,participating in rural governance through methods such as political participation,resource drainage,talent return,and cultural guidance,and further realizing social value on the basis of realizing personal value.The return of Xinxiang elites to participate in rural governance is a historical transformation process of understanding and interpreting the reasons for grassroots governance in China from top-down to bottom-up and dual track governance.It is also an important topic for exploring the transformation of good governance in rural governance.At present,there are frequent constraints on rural governance in China,especially in some relatively remote townships.Difficulties such as hollowing out rural areas,simplification of main bodies,lagging development,and shrinking power have become unfavorable factors hindering rural development.In the context of rural revitalization,conducting empirical research on township governance by rural elites and exploring the path for the participation of new rural elites in rural governance has both theoretical and practical significance.This paper takes Multicenter Governance Theory as the main theoretical support.As one of the multiple governance subjects,the new rural sages practice process of participating in rural governance is highly coupling with the rural governance theory.Through on-site investigation in H Town,Bijie City,this study aims to explore the path of Xinxiangxian’s participation in rural governance under the background of rural revitalization.Revitalizing rural areas is the logical starting point for the participation of new rural elites.Their participation in governance is conducive to improving village governance,releasing manpower,developing rural areas,and inheriting local culture.The specific manifestation of Xinxiang Xianzhi Village is strategic governance,which empowers rural revitalization through the selection of various action strategies.Among them,the playing family cards strategy is the foundation for the primary relationship between Xinxiang Xianzhi to be unblocked,and the governance position is consolidated by building emotional fortresses;The communication strategy of human kindness and face saving is an important foundation for Xinxiang sages to establish themselves,and to maintain the tradition of reciprocity by grasping the common mentality of emphasizing human kindness and good face in rural areas;The output of people-friendly resources fully highlights the visible benefits,thereby mobilizing the enthusiasm of villagers to participate in governance;Empowering rural environmental governance through the establishment of environmental remediation teams;The presence of skilled mediators is an important means of ensuring neighborhood harmony.The key to the transformation of participation in governance from intervention to integration in Xinxiang is the collaborative and co governance with various rural governance entities.The construction of the collaborative and governance symbiosis system is a feasible way to promote its effective governance.Research has found that the governance of Xinxiang Xianhui mainly manifests in promoting the integration of three governance in politics,driving economic return in economy,leading rural civilization in culture,mediating conflicts and disputes in society,and improving the living environment in ecology.At the same time,Xianzhi Village in Xinxiang is also facing numerous practical bottlenecks such as action,cooperation,communication,subjects,and resources.The action dilemma has led to the problem of functional intersection in its governance process.The cooperation dilemma manifests as difficulties in collaboration and communication with other governance subjects,and the subject dilemma has led it to entanglement in emotions and interests,The resource dilemma focuses on the frequent occurrence of shrinkage and elite capture in the face of talented people in Xinxiang.The key to effective participation and empowerment of Xinxiang sages in rural governance lies in the construction of governance symbiotic entities,governance symbiotic mechanisms,governance symbiotic bonds,and governance symbiotic environment.This is an important way to promote Xinxiang sages from intervention to integration,and from integration to integration.In short,as a major fundamental governance action,township wise governance of villages weakens the administrative constraints of government led governance,expands the authority of grassroots autonomy,enhances the self operating space of grassroots autonomy,promotes new governance relationships and structures,and promotes collaborative governance among various governance entities.However,under the influence of formal authority,the diversified game under the Xinxiang Xianzhi Village has worn away its spillover effect.Therefore,how to respond to the current challenges faced by the Xianzhi Village in Xinxiang from both theoretical and practical perspectives,and explore its way out,is an important issue in promoting the modernization of rural governance.
