The controlled grass-roots governments are gradually transforming into the service-oriented governments with the increasing attentions on the issues of agriculture. The grass-roots governments are challenged by the gap between the governments' management level and the masses' expectations. Nowadays, the unsatisfaction with the grass-roots governments is one of the main reasons why the governments have trust-deficit and why the validity base of the government is invaded. So, it is very urgency to explore the real status and the factors of the masses' satisfaction and understand how satisfactory effect on trust. This will help our governments to improve the trust relationship between the masses and the government.This study focuses on the issue of trust in the grass-root government on the basis of the satisfaction of the villager. It aims to explore the independent variables which affect the trust of the villager and the relationship between trust in the government and the satisfaction. The paper can be divided into four parts: the literature review, the design of the research, the empirical study and the conclusions.In the first part, the paper reviewed the literatures related to satisfaction and trusts, and then summed up the fruits of the past research. This part paved the way for the design of the paper.In the second part, the model of the paper was proposed on the basis of the semi-structural interview and the previous research. Moreover, the questionnaire is designed according to the research model.In the empirical study, The research adopted varieties of statistic analysis methods to define the status of the masses' satisfaction and the trust in the government, to explore the relationship between the variables, to validate and adjust the original model, and finally to form a model revealing the relationship between the satisfaction of the villagers and the trust to the grass-root government.In the part of conclusion and prospect, we systemetically summarize from the related research conclusions:(1) Administrative fairness has a direct positive impact on the quality of public service and the relationship between masses and official, and the fairness of rusults in Administrative fairness has far greater impact on the the formers than procedures of fairness.(2) Administrative fairness has an indirect impact on the saisfaction of masses through the intermediary role of the perceived quality of public service and therelationship between masses and official.(3) The perceived quality of public service and the relationship between masses and official has a direct positive impact on the saisfaction of masses.(4) Satisfaction of masses has a direct positive impact on the government trust, and among the factors which have impacts on government trust, satisfaction of masses has far greater impacts on the officials of grass-roots government than the trust of adminstrative system; among the dimensions of government trust, the trust of masses on adminstrative system is more stable than which is on the offical.
