In the CPPCC and NPC of 2015, Premier Li Keqiang proposed “Public Entrepreneurship, Multitude Innovation” philosophy at the government work report. To carry out comprehensive evaluation of entrepreneurial competency has important practical significance on promoting entrepreneurship, enhancing the entrepreneurial performance, promoting social and economic development.At present, the low success rate, blindness and lack of entrepreneurial performance are troubling college’s students. With the entrepreneurial economy developing deeply, the understanding of College Student’s entrepreneurial talent, culturing, harvesting and entrepreneurial competency theoretical problems is still in the exploratory stage, especially the objectivity, validity, reliability and scientificity of comprehensive evaluation of College Students’ Entrepreneurial Competency worthy of further study, thinking of the problem is one of the important topics nowadays.Based on entrepreneurial competence theory, College Student’s entrepreneurial environment and its characteristics, this paper established Three Dimensional Vector Model of College Students’ Entrepreneurial Competency, using the change of volume to discuss the mechanism of College Students’ entrepreneurial competency. At the same time, the Comprehensive Evaluation Index System of College Students’ Entrepreneurial Competency was constructed. According to the problem of fuzzy uncertainty, complexity and hierarchy, the Fuzzy-AHP Comprehensive Evaluation Model of College Students’ Entrepreneurial Competency is established. Taking a college student entrepreneurial team in Guangzhou named DN as an example to conduct an empirical study of comprehensive evaluation, which verified effectively, reliably, objectively, practically.The innovation and value of the research: established the Three Dimensional Vector Model of College Students’ Entrepreneurial Competency based on the traditional "competency iceberg model" and the characteristics of College Students’ entrepreneurial environment, which enriched the theory of entrepreneurial competency. According to the influential factors of College Students’ entrepreneurial competency which the hierarchical relationship is complex, not easy to quantify and has a strong fuzzy uncertainty are various, this paper established the Fuzzy-AHP Comprehensive Evaluation Model to conduct the evaluation, verified its theory meaning and the application value and found a new scientific computing method provided for the comprehensive evaluation of entrepreneurial competency.
